Title: DEVELOP-MED

Summary: In order to promote the strategic position of the Med space the project framework will be developed as follows:

1. Setting up the transnational cooperation framework

  • Establishment of a permanent Steering Committee
  • Definition of specific guide lines in order to ensure an effective and agreed participation
  • Draft of a Final Document regarding Institutional Cooperation


2. Analysis of Global Maritime Market and Strategic Positioning processes and identification of Mediterranean Potential

  • Analysis of Global Maritime Market (GMM) and Expected Growth - Analysis of Mediterranean Positioning in GMM
  • Analysis of Legal and Financial Frameworks: this task will report on the legal/institutional/juridical aspects characterising the management of the MED ports
  • Analysis of Motivations for Mediterranean Presence and their perspectives
  • Analysis of obstacles which hinder growth - Top down analysis:

a) Analysis of Strategic Opportunities for the Mediterranean
b) Identification of Priority Scenarios
c) Mapping of Implications of Priority Scenarios (PS).

  • Bottom-up analysis:

a) Analysis of Current Context of Regions/Ports
b) Definition and Quantification of Potential Development Opportunities for Specific Ports and Regions: Infrastructure and technological Investments, Services, Process and organisational changes, Legal framework adjustments, Strategic alliances
c) Profiling and Testing of Sample Operational Interventions ( pilot project concepts)


3. Development and Assessment of Integrated Scenarios

  • Definition of Local Development Action Plans for the different region/ports, establishing the territorial strategy for the implementation of the PS
  • Detailing of Legal framework in order to ensure the implementation of priority scenarios
  • Identification of sustainable Financing Mechanisms for the selected scenarios
  • Supporting Factors for Successful Implementation of Priority Development Scenarios


4. Definition of MAP (Mediterranean Action Plan) for the implementation of priority scenarios

  • Definition of the phases for the implementation of priority scenarios (short, medium, and long term), dedicating particular attention to the interaction of actors concerning legal, technical and financial requirements
  • Identification of critical paths for scenario implementation, highlighting critical decision issues and interdependencies between activities - Elaboration of a common policy for the MED area to support the joint aspects of the PSs. This task will result in the signature of a common memorandum of understanding by the involved stakeholders
  • Definition of roles and responsibilities for the implementation of the activities
  • Institutional profile for carrying forward common themes and strategies beyond the end of the DEVELOP-MED project * Draft of the MAP as final report on the developed Road Map


5. Disseminate and capitalize the results achieved in order to ensure the sustainability and the transferability of the project.
